The Newcomer Navigator NL Platform is committed to fostering an inclusive and accessible online environment for all users, regardless of ability, background, or language proficiency. Our goal is to ensure that everyone—especially newcomers and individuals with disabilities—can fully access and benefit from our platform’s resources and services.

Our Commitment


We adhere to recognized accessibility standards, including:

  • Web Content Accessibility Guidelines (WCAG) 2.1 (AA level)
  • Federal and Provincial Accessibility Regulations, such as the Accessible Canada Act and the Accessibility Act of Newfoundland and Labrador.
Newcomer Navigator NL has also undergone accessibility audits from automated accessibility tools and will one day undergo accessibility audits from experts.

By following these standards, we strive to eliminate barriers and create a user-friendly experience for all.

We aim to continuously improve our platform’s accessibility to meet the needs of diverse users. While we are committed to accessibility, some older content may not fully meet the latest WCAG standards but we will continue to update and improve it.

Measures to Support Accessibility

The Newcomer Navigator NL platform takes the following steps to ensure accessibility:

  • We include accessibility as a core requirement for all web content.
  • Content is designed to meet WCAG 2.1 Level AA standards, and we aim for Level AAA wherever feasible.
  • Accessibility responsibilities are clearly assigned, and goals are set to ensure accessibility improvements are continuously achieved.
  • Accessibility is integrated into our organizational mission and internal policies.
  • We will conduct usability testing with participants who have disabilities to ensure that real-world accessibility challenges are addressed.

Conformance Status

The platform follows the Web Content Accessibility Guidelines (WCAG) standard, which defines three levels of conformance: Level A, Level AA, and Level AAA.

  • Newer content posted on the platform fully conforms to WCAG 2.1 Level AA, with some portions meeting Level AAA requirements.
  • Older content, such as archived resources or legacy pages, may comply with earlier versions of WCAG (e.g., WCAG 2.0) but may not be fully aligned with the current standard.

We are working to update all older content as feasible.

Limitations and Alternatives

Some content on the Newcomer Navigator NL platform may include multimedia such as videos, which are hosted on third-party platforms (e.g., YouTube). We provide alternatives, including transcripts and downloadable MP4 files hosted on our server.

We also use external links, to provide input on resources and documents. In these cases, an email address is provided as an alternative way to submit feedback.

Assessment Approach

The accessibility of the Newcomer Navigator NL platform has been assessed through both automated tools and manual testing, which includes user feedback and evaluation by accessibility experts. We continuously monitor and improve accessibility through ongoing evaluation.
